Her educational background includes a B.A. in Humanities, a B.S. in English Education, a M.S in Administration and Supervision, with additional graduate-level course work at UW-Madison and UW-Milwaukee. An educator at heart, Julaine has taught in Christian schools from the junior high level through college, as well serving five years as administrator of a Christian school. In 1997 Julaine began serving at Wisconsin Family Council, Inc. When the board reorganized WFC in 1998, Julaine became the Executive Director and in 2006 was named Chief Executive Officer and in 2009, President. Julaine is a statewide leader in the effort to strengthen, preserve and promote traditional marriage, family, life and liberty in Wisconsin. As she says, her classroom “walls” are now the Mississippi River, Lake Superior, Lake Michigan, and the southern border of Wisconsin. A 2012 Madison-based publication declared that Julaine “may be the most important social conservative in the state.” Julaine is regularly sought by media outlets, as well as by civic organizations, churches, and other groups statewide, to speak on various issues impacting Wisconsin’s families. In 2007, Focus on the Family awarded Julaine, as WFC’s CEO, the Family Policy Council Community Impact Award for her statewide leadership on Wisconsin’s Marriage Protection Amendment. Julaine was also the recipient of the 2007 Patrick Henry Award from the Christian Benevolent Society given for leadership in the face of adversity. A strong believer in community involvement, Julaine is active in her local church in Watertown, was elected to the Watertown Unified School Board for two terms and has also served on the Watertown Public Library Board of Trustees, where she was president 2002-2005. Her previous board experience also includes the Wisconsin Coalition Against Gambling Expansion, Wisconsin Abstinence Coalition and the Jefferson County Library Council.

Yuri Maltsev to speak at RPSC Lincoln Day Dinner
WHEN: Saturday, April 5, 2014
WHERE: Clarion Hotel, 626 W Pine, Hwy 12, Baraboo
TIME: Social hour begins at 6:00 PM, and the buffet dinner starts at 7:00 PM
Yuri Maltsev, professor Economics at Carthage College in Kenosha, Wisconsin, and a Senior Fellow at the Ludwig von Mises Institute, will speak on “Cultural Marxism” and relate his topic to our current political scene. It promises to be a very interesting and informative speech. More than timely as events in the very divided Ukraine unfold, this talk also ties to our Lincoln Day Theme, as Abraham Lincoln presided over a divided nation that he struggled to bring together.
Dr Maltsev was born in Kazan, Tatarstan, Russia, in 1950. He graduated from Moscow State University with a Masters of Arts in History and Social Sciences, and received his Doctorate of Philosophy in Labor Economics from the Institute for Labor Research in Moscow. Over the following fifteen years, he held various teaching and research positions in Moscow. He was a member President Mikhail Gorbachev’s team of economists that worked on the reforms package of perestroika at the Russian Academy of Sciences. Additionally, he has been a Peace Fellow at the United States Institute of Peace.
Dr. Maltsev has appeared on CNN, C-Span, Voice of America, National Public Radio, and the Glenn Beck Program.
We hope you will make every effort to come to hear Yuri. He is an excellent speaker and this is an important topic.
